I happened to be buying craft paper and spotted these figures at Michaels Crafts. The range is called Tiny Treasures.

The witch is clearly about 1/20th scale - that guy is a Tamiya pit crew 1/20th figure. The skeletons are good for 7/8ths scale, as is that diesel critter.
