Looks like a double stack container well car unit train.

Look a little ways down this page for some in use by CR. I think Santa Fe Econo-Stack was origin of the car style.

Well, I was close on the name, it wasn’t exactly what was painted on the car; "The Twin-Stack is a 5 unit articulated well car, each well having capacity of 40’. The Twin-Stack is characterized by its bulkheads used to secure the second container in the well. "

Yip, that’s it. I thought it was maybe some kind of contraption for laying rail or ties. It’s still very cool looking, but way to modern for my railroad.
